The application project named Arquata is a modernisation and requalification project of a densely populated district of Torino, comprising 30 residential council houses and one high rise commercial building, which is the main premise of the Agenzia Territoriale per la Casa (Housing Authority of the Province of Torino ATC), which owns and develops the whole district.
The demonstration site for POLYCITY covers an area of 87500 m_ with 758 dwellings. The population involved is between 2500 and 2600 persons, of which 2200-2300 are inhabitants of the council buildings and 300 are employees of ATC. A requalification project for additional 20,000 m_ in the same area is curently being discussed. ATC owns and manages approximately 37,000 units, 33,000 of which are apartments and the others commercial.
Among the different measures already approved, the District Contract requalification programme includes a district heating distribution network for Arquata aimed at providing all the council buildings with space heating and sanitary water where previously it was lacking or there were only inefficient small electrical and fossil fuelled boilers. The final result will be a substantial improvement in the quality of life for the inhabitants due to the increase in comfort and services.
An energy management system that is operated by an energy manager and - planner, will be installed to adjust the power requirement of the Arquata district. The energy manager is supposed to perform the power production and supply autonomously and independently.
For the effective implementation and operation it is necessary to foresee an adequate monitoring of all energy flows inside the area. All signals and flows will be recorded in the energy system, which is the main instrument of the energy manager to foresee current and future energy demand. Additionally, a full-functional control strategy is to be introduced.
